What is EU AI Act Article 4?

Article 4 of the EU AI Act is the AI-literacy obligation. Since 2 February 2025 any company that provides or uses AI systems whose output is used in the EU must ensure its staff have a sufficient level of AI literacy, proportionate to their role. It applies to companies outside the EU too if their AI output is used in the EU.

When is Article 4 enforced?

The duty has applied since 2 February 2025. National authorities gain supervision and penalty powers on 2 August 2026. The penalty tier reaches up to €7.5 million or 1% of global annual turnover, whichever is higher.

How does an SME comply with Article 4?

In practice: put a short AI-use policy in place, train staff proportionally to their role, and keep a record proving the training happened. The regulator did not set required hours or an approved curriculum — compliance is process-based and proven by documentation.
